Foreigners are allowed to buy property in Mauritius within specific schemes/resorts or after fulfilling specific requirements.

HOW CAN A NON-CITIZEN BUY PROPERTY IN MAURITIUS ?

WHAT YOU NEED TO KNOW IN BRIEF FOR RESIDENTIAL PROPERTIES:

  • Non citizens can buy property in approved resorts : Integrated Resort Scheme (IRS), Real Estate Scheme (RES), Invest Hotel Scheme (IHS), Property Development Scheme (PDS), Smart City Scheme (SCS). Permanent Residence (PR) attached to the property is granted when buying property in these resorts at a price per property above USD 375,000.
  • Non-citizens can also buy apartments outside of the above resorts provided the apartment:

           – is situated in a Ground + 2 building 
            situated on FREEHOLD land

            – is sold at a minimum selling price of
            MUR 6,000,000 (around 150, 000 USD):

  • Any non-citizen who has acquired an apartment in a Ground + 2 building for a price exceeding USD 375,000 (or its equivalent in any convertible currencies) will become eligible for a Mauritian Residence Permit. This legislation allows noncitizens with or without an occupational permit to invest in more than one luxury apartment. They are also able to rent it out.

RETIRED PERMIT

Retired noncitizens of Mauritius, aged 50 and more, can apply for a permit to live in Mauritius. There are some financial conditions. An initial transfer of at least USD1,500 or its equivalent in freely convertible foreign currency must be made to their local bank account in Mauritius. The same amount must be transferred monthly thereafter. In the 10 years of the permit’s validity, at least USD54,000 or its equivalent in freely convertible foreign currency must be accumulated. Evidence of the fund transfers must be supplied to the EDB at the end of each year.

PROFESSIONAL PERMIT

Noncitizen can be employed in local company on a contract basis with minimum monthly salary income requirement.

Non-Citizens, in presence of a job offer can apply under the PROFESSIONAL Scheme, provided that :

  • For IT related companies, salary should not be less than MUR30,000 / month
  • For non-IT related companies, salary should not be less than MUR60,000 / month

Permit duration is as per Employment contract, with a maximum of three (3) years, renewable. Minimum permit duration is nine (9) months with an extension of three (3) months.

A holder of an Occupation Permit as Professional may invest in any business provided that:

  • he/she is not employed in the business
  • he/she does not manage the business
  • he/she does not derive any salary or employment benefits from the business.

A Self-Employed is defined as a non-citizen engaged in a professional activity under the services sector only and registered with the Registrar of Businesses under the Business Registration Act 2002. Such scheme does not accommodate business / trading activities and is exclusively related to expertise and services – operating under a one-person business activity, working exclusively for his/her own account.

Self-Employed should make an initial transfer of USD 35,000 or its equivalent in freely convertible foreign currency at the time of issuance of the OP to his/her local bank account in Mauritius.

For renewal, the business activity should generate a business income of 800,000 rupees per year as from the third year of registration.

INVESTOR

An investor may apply for an OP under 4 options:

Option 1

Normal An initial transfer of USD 50,000 or its equivalent in freely convertible currency from abroad in the bank account of the company in Mauritius under which the application will be made.

Option 2

Net Asset Value Net asset value of at least USD 50,000 or its equivalent in freely convertible foreign currency, for existing businesses and businesses inherited and a cumulative turnover of at least 12 million rupees during the 3 years preceding the application.

Option 3

High Technology Machines & Equipment An initial investment of USD 50,000 or its equivalent in freely convertible currency, of which:

A minimum transfer of at least USD 25,000 to the bank account of the company under which the application will be made
And the equivalent of the remaining value in high technology machines and equipment, subject to such criteria as the Chief Executive Officer may determine, such as:

– The high technology machines and equipment will be evaluated based on the invoice issued by the supplier and a report from a recognized Chartered Valuator in the country of origin.

– In case the high technology machines and equipment is yet to be shipped to Mauritius, the investor should submit the bill of lading to the Occupation Permit Unit at time of submission of the application.

– Investment in high technology machines and equipment must be in a qualifying activity including but not limited to agro-industry, aquaculture, healthcare, ICT-BPO, fin-tech, life sciences, biotechnology, manufacturing, ocean economy and renewable energy.

Option 4

Investor for innovative start-ups with no investment.
